In June 1979,the Department of Electronic Engineering (the eighth department) was established by some teachers from the electrical engineering teaching and research room of the basic course department and other departments of Harbin Institute of Shipbuilding Engineering. In December 2001, the College of Information and Communication Engineering was established.

The college comprises four grass-roots academic organizations: the Institute of Spatial Information Acquisition and Transmission Technology, the Institute of Spatial Information Processing and Countermeasure Technology, the Institute of Optoelectronic Intelligent Sensing Technology and the Electrical and electronic Teaching and Research Center. It offers two undergraduate majors, Electronic Information Engineering and Communication engineering, a first-level doctoral program of information, Communication engineering, a master's degree in the first level of electronicScience and technology, a postdoctoral mobile station of information and communication engineering, National Electrical and Electronic Teaching Base, national experimental teaching demonstration center, Advanced Ship Communication and Information Technology Key Laboratory of the Ministry of Industry and Information Technology,Collaborative Innovation Center for Advanced Intelligent Sensing Technology. Information and Communication Engineering is a key discipline in Heilongjiang Province. In the latest round of national academic discipline assessment, the discipline of Information and Communication Engineering ranked among the top 20% nationally and is a member of the "double first-class" national key disciplines group of the university.

Currently, the college has more than 2473 students, including 1483 undergraduates, 765 master's degree students, 196 doctoral students, and 29 international students. In the past three years, nearly 1,000 students have participated in subject competitions. They have achieved significant success,winning 7awards in international competitions, 69 national awards, and 408 provincial and above awards. The prize rate of discipline competitions is as high as 50%. The College has received funding support from the China Scholarship Council’s (CSC) Outstanding Student Exchange Programs. Additionally, the college has established inter-university exchange cooperation relationships with many overseas universities including the United Kingdom, France, Singapore, Japan, South Korea, Taiwan, Macau, etc., providing students with opportunities for intercollegiate exchange learning opportunities.
